Interim Director of Civic Technology and Data

Rock the Vote seeks an Interim Director of Civic Technology and Data for approximately four months starting in January 2022 with possibility to extend. This position is part of the program team and reports to the VP of Programs. The position location is flexible and remote.

The Interim Director of Civic Technology and Data is responsible for the strategic development, maintenance, execution, testing, security, and deployment of Rock the Vote’s suite of civic technology platforms and tools; website; voter and election-related data; email and SMS texting programs; platform licensing and support; and work with election officials to innovate and improve civic technology. The Interim Director will be responsible for the overall strategy and oversight of the managers who lead each program area.

The Interim Director of Civic Technology and Data will play a key role as a member of the programs team in strategic brainstorming and advising as Rock the Vote continues to enhance its high-quality programming, prioritizes sustainability, and maximizes reach and impact among strategic audiences.

Candidates must be eager to work in a fast-paced, campaign-like environment and able to balance and prioritize competing priorities. Must be able to periodically work long, irregular hours. This position requires an individual who can serve as a thought leader in the organization and partner to the President and VP of Programs.


  • Collaborate with and provide high-level strategic advice to VP of Programs on civic technology and data program development, including long-term strategy, growth, targeting, recruitment, and opportunities.
  • Oversee development and execution of civic technology and data strategy, plans, and metrics, including mentoring and developing the talent of staff and consultants responsible for implementation and holding the team accountable to a high standard of performance.
  • Oversee the Civic Technology Partner Manager responsible for facilitating partner recruitment, onboarding, usage, inquiries and requests related to Rock the Vote’s cutting-edge civic technology.
  • Oversee the Civic Technology Product Manager responsible for the development, testing, optimization, and maintenance of Rock the Vote’s suite of cutting-edge technology, including our platforms for online voter registration, absentee ballot requests, registration status lookups, ballot information, voting location lookups, P2P SMS, field canvassing, and more.
  • Oversee the Senior Data Manager responsible for Rock the Vote’s data management and analysis practices, with a particular focus on the data used to power our website, civic technology, and digital voter outreach.
  • Oversee the Digital Engagement Manager and Digital Coordinator responsible for digital engagement and mobilization through cutting-edge email, SMS, website content, and related digital programs.
  • Advocates for continued upgrades to state OVR systems that allow for third-party integration.
  • Actively pursue ways to automate and improve Rock the Vote’s technology through new data partnerships, tools, and resources.
  • Facilitate full collaboration between programs and other departments in the organization, proactively identifying and resolving pain points.
  • Represent Rock the Vote in conversations with funders, partners, and other stakeholders, in media, and on panels as needed.
  • Support other Rock the Vote and Rock the Vote Action Fund projects and activities as needed.


    • 6-8 years of civic technology experience, including significant and high-level management and nonprofit and/or political background.
    • Ability to serve as an advisor to VP of Programs on all matters related to civic technology and data.
    • Demonstrated ability to build successful long-standing digital and technology products and programs.
    • Ability to communicate strategy and direction to staff and effectively delegate to reach goals and milestones.
    • Exceptional ability to prioritize opportunities, adapt to changing circumstances, and manage multiple deadlines.
    • Excellent verbal and written communication skills, with a demonstrated ability to distill complex data into easy-to-understand insights for non-technical audiences.
    • Obsessive attention to detail and exceptional organizational skills, with the ability to prioritize workload in a fast-paced environment.
    • Experience with Catalist or other commercial voter file vendors.
    • Experience or familiarity with A/B testing methodologies.
    • Experience with online electoral, advocacy, and CRM tools.
    • Proficiency in macOS, Asana, Slack, and G Suite.
    • Ability to quickly learn new data sets, technology, and processes.
    • A demonstrated commitment to civic engagement and Rock the Vote’s mission.

    Salary and Benefits:

    • This is a full-time, salaried position at $7,000 – $8,500 /month
