Kentucky

Kentucky offers both excused and non-excused in-person early voting. When an excuse is required, you must:
– Be a resident of Kentucky who is a covered voter as defined in KRS 117A.010, who will be absent from the county of your residence on the day of an election and during the days of no-excuse in-person absentee voting;
– Have surgery, or be someone whose spouse has surgery, scheduled that will require hospitalization on the day of an election and during the days of no-excuse in-person absentee voting;
– Temporarily reside outside the state, but still be eligible to vote in this state and will be absent from the county of your residence on the day of an election and during the days of no-excuse in-person absentee voting;
– Be a resident of Kentucky who is a uniformed-service voter as defined in KRS 117A.010 confined to a military base on election day and during the days of no-excuse in-person absentee voting;
– Be in your last trimester of pregnancy and complete the form that is prescribed by the State Board of Elections, which contains a sworn statement that you are in your last trimester of pregnancy at the time you wish to vote;
– Have not been declared mentally disabled by a court of competent jurisdiction and, due to age, disability, or illness, are not able to appear at the polls on election day and during the days of no-excuse in-person absentee voting;
– Be a student who temporarily resides outside the county of your residence and will be absent from the county of your residence on the day of an election and during the days of no-excuse in-person absentee voting;
– Be employed in an occupation that is scheduled to work during all days and all hours, which shall include commute time, the polls are open on election day and during the days of no-excuse in-person absentee voting; or
– Be an election officer tasked with election administration for the current election cycle.​

Massachusetts

Massachusetts offers both excused and non-excused in-person early voting. When an excuse is required, you must:
Traditional early voting is not offered for special elections. In-person absentee voting is offered.

In-person absentee requires an excuse (the same excuses as for absentee voting).

To qualify for an absentee ballot, a voter must be out of town on Election Day, have a disability which prevents them from voting in person, or have a religious belief which prevents them from voting at their polling place.

Mississippi

You must have one of the following excuses in order to be able to vote early in Mississippi:
Those who are eligible include:
– students, teachers or administrators at any college, university, junior college, high, junior high, or elementary grade school who are absent from their county of your voting residence on the date of any primary, general or special election
– voters who are required to be away from their county of residence on election day for any reason
– voters who have a temporary or permanent physical disability
– voters who are 65 or older
– Be a member of the Mississippi congressional delegation absent from Mississippi on election day, or be the spouse or dependent of such member of the congressional delegation.
– voters who are required to be at work on election day during the times at which the polls will be open
